I, Ms Mmamoloko Kubayi-Ngubane, MP, the Minister of Tourism, in terms of regulation 10(8) of the Regulations issued in terms of the Disaster Management Act, 2002 (Act No. 57 of 2002), published in Government Gazette , Government Notice No. R318 of 18 March 2020, hereby issue the Directions set out in the Schedule hereto.1.1DefinitionsIn these Directions, a word or expression bears the meaning assigned to it in the Regulations published in Government Gazette No. 43107, Government Notice No. R318 of 18 March 2020 and the Regulations published in Government Gazette No. 43148, Government Notice No. R398 of 25 March 2020, made by the Minister of Cooperative Government and Traditional Affairs in terms section 27(2) of the Disaster Management Act, 2002, and unless the context indicates otherwiseaccommodation" includes food services within such accommodation establishment.1.2PurposeThe purpose of this Direction is to provide guidance on the implementation of the provisions relating to the rendering of essential services referred to in Annexure B paragraph B item 23 to the Regulations published in Government Gazette 43148, Government Notice No. R398 of 25 March 2020 ("the Amendment Regulations").

Annexure D to the Amendment Regulations under the heading "Places and premises closed to the public" provides that such places must remain closed to the general public except in the cases where they are required to provide services to tourists under quarantine due to the fact that they were already in establishments at the time of the lockdown and are to remain in the establishment for the duration of the lockdown. These include—(a)hotels, lodges and guest houses, which are required for the remaining tourists who are confined to hotels, lodges and guest houses;(b)private and public game reserves which are required for the remaining tourists confined to such private and public game reserves;(c)holiday resorts which are required for the remaining tourists who confined to such holiday resort.2.1All establishments falling under the above categories must adhere to the following:2.1.1Employers must ensure that all employees at such establishments are trained on the COVID-19 health protocols;2.1.2Employers must ensure that the employees have personal protective equipment (PPE) and that all workplace health and safety legal requirements are observed;2.1.3.Employers must provide all employees rendering essential services with accommodation onsite to enable them to remain in the establishments for the entire duration of the lockdown period;2.1.4All the establishments rendering services related to the lockdown, other than quarantine or isolation, must, in writing, obtain approval from the Department of Tourism;2.1.5All establishments rendering services in relation to quarantine or isolation are to be confirmed as such by the Health Authorities under the Department of Health working with the Department of Public Works and Infrastructure;2.1.6An accommodation establishment confirmed or designated as a quarantine or isolation facility, is not permitted to render essential services to any other person besides the people quarantined, isolated or essential service employees therein.
3. Direction in relation to the establishments that are providing services to airline crew members
Only approved hotels which provide services related to the lockdown, other than quarantine or isolation, within airport precincts of OR Tambo, King Shaka and Cape Town International Airports, will be allowed to host airline crew for cargo flights bringing essential supplies or flights that are authorised for the evacuation of international tourists which evacuation is organised through the missions or embassies of the international tourists.
These Directions come into operation on the date of publication in the Government Gazette.
