I, Bonginkosi Emmanuel Nzimande, Minister of Higher Education, Science and Technology, in terms regulation 4(3) read with subregulation (10)(a) and (c) of the Disaster Management Act, 2002: Regulations relating to COVID - 19, Government Notice R480 of 2020 published in Government Gazette No. 43258 of 29 April 2020 hereby issue the directions as set out in the Schedule.Notwithstanding the date of publication of this Notice, the directions shall be deemed to have come into effect on 01 May 2020.Dr BE Nzimande, MPMinister of Higher Education, Science and Technology

1. Definitions

In these directions, a word or expression bears the meaning assigned to it in the Regulations published in Government Notice No. R480 in Gazette No. 43258 of 29 April 2020 by the Minister of Cooperative Governance and Traditional Affairs, as amended, issued in terms of section 27(2) of the Disaster Management Act, 2002, as well as legislation and regulations applicable to construction and related services, unless the context indicate otherwise-"Department" means the Department of Higher Education and Training

2. Application of directions

These directions apply to-

(a)Construction of new buildings, facilities and services required for or to enable teaching, teaming and research;

(b)Maintenance, extension, upgrading or refurbishment of existing buildings, facilities and services required for or to enable teaching, learning and research; and

(c)Student housing developments.

3. Scope

These directions are enacted in support of the following:

(a)The Department;

(b)Public universities;

(c)Technical and Vocational Education and Training colleges;

(d)Community Education and Training colleges;

(e)Colleges of Agriculture; and

(f)Other public colleges.

4. Purpose of directions

The purpose of these directions are to:

(a)Permit under Alert Level 4, the resumption of construction and related services by the Department and the institutions mentioned above, subject to compliance with regulations for addressing, preventing and combating the spread of COVID-19 as well as legislation and regulations applicable to construction and related services.
